David Whelan is the Managing General Partner of the Oxeon Venture Studio, the company creation platform. David leverages Oxeon and Town Hall Ventures' extensive network and relationships to develop insights and then build de novo healthcare companies. To date David has built and launched Empiric Health, Risalto Health, Strive Health and most recently Eleanor Health. He is currently developing a newco focused on solving the disparities in maternal and newborn health and outcomes.
As Founder and General Partner of Town Hall Ventures, David invests primarily in companies focused on improving health outcomes for vulnerable and underserved populations. Through THV and predecessor Oxeon investments, he has invested in Aetion, Aspire, Bright, Ciox, Cityblock, Concert, Evolent, iOra, Landmark, Liazon, Oak Street Health, Privia, Quartet, Signify, Somatus, Strive, Torch, Trellis, Unite Us, VillageMD and WelBe.
David was previously a General Partner and CFO of Accretive LLC, a private investment firm with a distinctive track record of creating, funding and building disruptive technology enabled companies. Previously, David worked with Sir Richard Branson's Virgin Group in the UK and came to the U.S. to lead the development and startup of Virgin America, the low cost airline. In a prior life David was an investment banker in London, England and Sydney, Australia with Goldman Sachs and Deutsche Bank.
David also serves on the board of Friends of Hudson River Park Trust an independent nonprofit 501(c)(3) organization dedicated to the completion, care, and enhancement of the Hudson River Park, and is the designated fundraising partner of the Hudson River Park Trust.
David lives in Tribeca and with his wife, Melanie, and his two children, Lachlan and Charlotte.
